Paul is a 5th generation native of the Flathead Valley, who traces his roots back to his great-great-grandfather, Joe Gangner, the first sheriff of Flathead County. In fact, family lore holds that his great-grandmother was the first white child born in the Flathead Valley.
Paul was raised in Bigfork and attended the University of Montana as a National Merit Scholar and Presidential Scholar. He received a B.A. in Philosophy and graduated as a distinguished scholar through the Davidson Honor's College. He attended law school at the Ivy League University of Pennsylvania School of Law in Philadelphia, Pennsylvania. During law school, Paul was a board member of the Unemployment Compensation Project and participated in the Criminal Defense Clinic, working at the Philadelphia Public Defender by representing indigent defendants.
After law school, Paul returned home and opened a solo law practice in Bigfork. He is currently a partner at the Kalispell firm of Measure, Sampsel, Sullivan & O’Brien, P.C. He is a member of the Board of Trustees for Bigfork Schools, the Davidson Honors College External Advisory Committee, the Kalispell Regional Medical Center Internal Review Board, and a substitute judge in Flathead County Justice Court, Columbia Falls City Court, and Kalispell Municipal Court. He is a former board member of the Community Foundation for a Better Bigfork, the former chairman of the Executive Board for the Flathead Valley CASA for Kids program, and the former secretary of the Northwest Montana Bar Association. In the spring, he volunteers as a tennis coach for Bigfork High School.
